The Confederacy is a multi-species galactic civilization. The Confederacy's component races are all non-violent; one of the prime requirements for membership is a racial abhorrence for aggressive behavior. The Confederacy's Artificial Intelligences have been handling the interface between the realities of the natural universe and the sensibilities of the member races for nearly a million years.

The races within the Confederacy are static, maintaining a level of stability, in order to minimize disruptions. They have concentrated on peace-- even to the point of genetically engineering themselves to remove the "selfish gene"-- for thousands of years. (This editing may actually have been driven by the "servicing" AIs in order to render a race far more peaceable and amenable to management in order to fulfill Asimov's "Zeroth Law" of Robotics.)

Confederacy Members

We only know of the Darjee and Tu'ull through stories, although there is mention of many more, perhaps in the hundreds or beyond. The social and political organization of these member entities are entirely unknown, as the AIs do not discuss them. In general, Canon dictates that these remain largely a mystery although some stories by Omachuck are developing an insight into Tu'ull culture and governance.

Technological Development

The technology of the Confederacy became static long ago so innovation has approached zero in order to maintain stability-- both economic and social - and the union, as a whole, cannot cope well with challenges.

Humans have only been given a primitive subset of the technical capabilities, and, in the process of weaponizing them, have provided an innovative "spark" that has provided, for the humans a somewhat post-scarcity economy at least in terms of basic human wants and needs.
