Evacuation and Extraction
Extractions (part of the ongoing evacuation of Earth) are handled in "unexpected" locations in order to avoid being swarmed by low-scoring humans looking for a ride.
CAP scoring determines whether an evacuee is a potential "Sponsor" or a potential "Concubine". Scores 6.5 or higher are required in order to volunteer for Confederacy service, and, given that CAP Scores are on a scale of 0 to 10 and subject to the Bell Curve, the "hump" of the bell is below the 6.5 mark.
Extractions are the least scalable activities and provide an upper limit to the number of human beings who can be extracted given how labor-intensive the process is.
In the beginning the extraction process was usually straight-forward as people learned the rules and didn't look for ways to bypass the rules. The prospective Sponsor and his or her Concubines were teleported to the waiting colony transport ship for transport to their new homes. This is where they were introduced to the pods that would be their accommodation on arrival.
As time ran on the desperation of those who had little opportunity to leave started a movement to deny the Confederacy the man- (and woman-) power that was needed to protect both the Confederacy and the Earth, basically saying to the "powers that be" that it was "all or nothing".
The first places that were avoided by the Confederacy were those where restrictive religions limited the people. While people were under religious discipline, their CAP scores didn't tend to do well unless they were only adhering to the rules for appearance's sake. These religious governments were the first to encourage rebellion against the Confederacy though this was, after an abortive attempt to inflict damage to other countries, limited to their own borders.
In nations with more freedom of thought, the bell curve ruled - there were plenty of people who were not motivated to use their freedoms, so, should a charismatic leader speak up the idea of abusing those with a chance - or even an interest - of being evacuated, a movement arose to destroy their chances. Earth First was only one of these movements, but the resentments against the "new chosen people" proved to be a political power-base that the more charismatic leaders rode to political power in all of the nations that would support it. (Note that New Zealand proved itself saner than the rest of the world in this issue, too.)
CAP testing centers came under the scrutiny of rebels against the Confederacy and those with higher scores became more subject to kidnap... if not outright assassination. When Confederacy Marines were being dispatched to protect higher-scoring Volunteers before they could leave the CAP testing sites, the sites themselves were bombed in order to keep any more "chosen" people from being "chosen". Only geographical isolation worked to cut down on the breadth of the pogroms against potential Volunteers.
As testing fell off it was harder and harder to find people with higher CAP scores to kill... but, at the same time, drove people to want to escape.
This kind of effort reduced the scalability of extractions and cut into the actual quantity of people eligible for extraction as the laws made by the new leaderships cut down on the backing of the Confederacy from the Earth. No CAP score meant no departure.
Extractions, towards the end, came from a careful seeding of transporters across the planet or the use of brute force mass extractions. The transporter method was where a train-car load of people, or an elevator full, would be brought up to the fleet and evaluated there. By this point, no one would be returned to Earth, ensuring that the "empty elevators" never got explained. In order to sort out the batches, CAP testing was done post-collection.
By the time of the Battles for Earth, few in the Confederacy Navy or Marines gave a damn about Earth's remaining population. Some were tempted to blow up the Earth once the Sa'arm arrived, but that would have sped up the Sa'arm's advance on the rest of the Confederacy and the Diaspora of Human colonies.
Extractions via transmat continued during the Battle of Earthat but were never made openly even after the governments that had rejected the Confederacy changed their minds.
