War Council

   The Confederacy's War Council was created in Year 15 by the Steering Committee to provide the Confederacy with overall strategic planning for the current war.  Unlike the Steering Committee itself, the War Council was intended to be quick, agile, and effective.
   The War Council is composed of the collected District Commanders. The DCs are already familiar with the overall battlespace and are used to sorting out what the individual colonies in their districts really need as opposed to what they say they need, and they all have the seniority and experience to do the job.
   The War Council is, by its founding document, the highest level of leadership and command for the Confederacy's military.  Every Marine or sailor is a assigned to a ship, base, or formation.  All of those commands are under the orders of their assigned District Commander, and all of the District Commanders are under the oversight of the War Council.  The Steering Committee is charged with political supervision of the War Council, but they do not have the authority to directly give orders to the war-fighters themselves.
   It should be noted that the Fleet Auxiliary and the Civil Service are not military organizations and are not under the authority of the War Council.  Their chain of command reports to the Steering Committee.  This is on purpose, to ensure that they both remain independent of the two military services.

Organization and Composition

   Officially, each District Commander has a seat on the War Council and no one else has any say in what it decides.  Unofficially, most of the DCs have delegated responsibility for attending each meeting to their deputy so that the DC can remain in the 'hot seat' of front-line command.

Meeting Logistics and Scheduling

   The War Committee strives to have a face-to-face meeting of the entire membership once a month.  The meetings are held on a converted Kilo-class transport ship which is assigned as the War Committee's staff office space.  Each meeting is held at one of the District's headquarters, rotating through each District.

Ending This Mess has:

   The War Council could be made to work, sorta.  Officially, we appointed every District Commander to it and told it to "find a way to win this war".  Its first meeting was at the big fleet shipyard at Saturn, and almost all the DCs went.  Most of them brought various staff and they set up some committees to work on things while the DCs went back to their various and sundry headquarters after the initial set of meetings. 
   After that first meeting the War Council set up a couple of Kilos for their staff to work out of and provided some warships to escort them.  Then, to make sure that no one ever confused the War Council with the old Central Command, they had the WC flotilla tour the districts, with each monthly meeting at the next District Headquarters.  Either the DCs themselves attended, or they sent their deputies instead.  With message torpedos to communicate with those who couldn't -or wouldn't- attend, policy questions could be resolved within a few days if needed.
