Steering Committee

The Steering Committee
The dissolution of both DECO and Central Command in Year 15 in the aftermath of the 3rd and 4th Battles of Earthat and the subsequent invasion of Earth left the Human portion of the Confederacy with no unifying government function. Eventually, this need was filled by collecting the Governors of each colony and collectively calling them the Steering Committee. The AIs and the government of the 'old' Confederacy accepted the Steering Committee as the head of our government, and the AIs started obeying their instructions as the established Human governing body.
It has been recorded that one of the desired characteristics of the new governing body was that it NOT be effective except in times of great need, as otherwise it would turn into a giant self-serving bureaucracy like, well, CC and DECO, the two groups it replaced. Making it consist of individuals who each held authority in their own rights as colony Governors ensured that each member would have its own concerns, and would only unite for issues that concerned the entire Confederacy.
Over the years, several groups emerged, but none of them were ever large enough to force the entire Committee into an undesired position. Examples are:
- Each Military District could often get all or at least most colonies in that district to follow their lead.
- The Beerat Caucus comprised of Beerat, Jutland, and most of their daughter colonies. When Brak, the capitol of the 7th Military District, threw in all the members from 7MD, the Beerat Caucus contained a significant proportion of the Committee.
