Earthat is, simply, the solar system that Earth is at. The Confederacy names systems by adding -at to the name of the most populated or most important planet or colony in the system, so the system with Earth is called "Earthat" by the Confederacy. Many of the humans from Earth will call it other names like "Sol System" or "Terra-at". The below is an overview of known Confederacy installations in the Earthat system.
Mercury
Mentioned in "Ending This Mess" as having several automated scanner systems.
Venus
Mentioned in "Ending This Mess" as having several automated scanner systems.
Earth
Earth is the original home planet of the Humans, the warlike species the Confederacy asked to help fight the Sa'arm. However, the Confederacy does not trust the violent and primitive locals and doesn't want them in their Confederacy, and only allow some people who pass a special test to volunteer to fight. The attempt to build a Navy and Marine Corps is badly managed politically, with secrecy tried until that fails, then the backlash is poorly handled. Everything possible is kept secret from the non-Confederacy humans, leading to the expected: The Confederacy is not trusted by the inhabitants, and Earth itself never prepares adequately for the coming invasion.
Earth's Moon is heavily developed, with several military bases to help defend Earth and more than a dozen large bases to hold and process recruits. Once the Sa'arm land on Earth, the processing centers are expanded to hold as many refugees as possible.
The space around Earth and the Moon is also heavily developed, although exactly what can be found where will change over the years. At first it was just the Darjee Envoy's ship at L2 ("Lagrange Point #2) where no one on Earth can see it. Immediately after first contact, three "Aurora" class ships are added, turned over to the UN, NATO, and China respectively for familiarization. Once transporter use becomes heavy enough to require management, a space station is built at L1 ("Lagrange Point #1") to hold, power, and manage all of the transporters in use during pickups. This station is replaced by Artemis Base as quickly as possible, and the L1 station is repurposed for defense. By the time the Sa'arm land on Earth, Earth-Moon local space has so many stations, satellites, transport ships, warships, and other objects that managing traffic near Earth has become another primary task for Artemis Base.
Mars
(when?) Mars is mentioned in Woolly Wilds 2 as having a Human Confederacy Intelligence base.
Year 14: Mars is mentioned in "Ending This Mess" as having a NavInt station, a CMC training base, and a pair of agricultural research sites.
Year 14: Mars' two moons are mentioned in "Ending This Mess" as holding traffic-control stations.
Year 17: Mars is mentioned in "Einstein 3 Life on the Moon and an Early Departure" as having a Naval Shipyard which produced many of the ships going on the expedition. This yard would be founded during the fleet buildup after the 3rd and 4th Battles of Earthat.
Asteroid Belt
Mentioned in "Mary Celeste" as having many research facilities, scattered among the asteroids for safety.
Jupiter
Described in "The First Command" as the Navy's first shipyard and training base.
Ganymede is mentioned in "Ending This Mess" as the location for the Navy's "fleet housing", where the Earthat System defending fleet's shipboard sailors' families stay.
Saturn
Mentioned in several stories has being the location of Earthat's main shipyard complex.
Saturn's moon Rhea is given in "The Chinese Obligation" as the location for one of the factory complexes building the missile systems used in Earthat's defensive shell.
Neptune
Uranus
Pluto
Mentioned in "The First Command" as set aside by Fleet Training Command as a ship-handling training area.
Oort Cloud
An iceball two light-months out has a secret base the inhabitants call 'Backup'. The AIs and the authors know about it, but unless they are writing about the people there none of their characters know about it.
