The Confederacy Navy has a set of "General Fleet Orders" which will provide general guidance to all personnel when they find themselves without appropriate orders for the situation. As such, they can be overridden by immediate tactical orders, but it can reasonably be expected that any instance of General Order violation will be investigated.
- General Fleet Order #1: The Confederacy Navy exists to protect the Confederacy and its installations, regardless of where they are. All Confederacy Navy officers, men, and units are hereby ordered to defend all Confederacy personnel and property to the best of their abilities.
FO #1 was originally developed and adopted before the first armed ship of the CN was commissioned. Note that it doesn't even mention neutrals. After the discovery of Tulakat, FO #1 was revised to allow defense of neutrals:
- General Fleet Order #1: The Confederacy Navy exists to protect the Confederacy and its installations, regardless of where they are. All Confederacy Navy officers, men, and units are hereby ordered to defend all Confederacy personnel and property to the best of their abilities. In the spirit of being good neighbors, if possible without endangering Confederacy installations, personnel, or property, the Confederacy Navy should strive to also protect neutrals.
- General Fleet Order #2: Any action leading to transfer of advanced technology to personnel or entities outside of the Confederacy is prohibited unless previously approved by the Confederacy Council.
While FO #2 was unofficial policy of the Confederacy, it did not become an official policy until the start of the Swarm War, when early Confederacy envoys had their ships captured and examined, with all possible technology integrated by the Sa'arm.
- General Fleet Order #3: Unless a system is known to be controlled by friendly forces, any Confederacy starship approaching the system must drop out of hyperspace at <some arguable distance> and monitor the system before jumping further in, to avoid any possibility of popping out within range of armed Sa'arm ships.
FO #3 was one of the immediate results at Trumanat when it was reported how the unarmed transport "For Teh Win" was lost.
(ZM: I can see this one being violated on purpose for various tactical reasons, usually as part of an assault intended to take the system away from the Sa'arm.)
Confederacy Marine Corps "General Orders"
The CMC will have a set of "General Orders which will roughly cover the same concepts as the Navy's Fleet Orders, but revised for the CMC's differing conditions. The CMC's GO #1 and #2 are simply rephrased from the CN's GFO #1 and #2.
Fleet Auxiliary "General Orders"
The FA will have a set of "General Orders which will in most cases parallel the Navy's General Fleet Orders, with differences due to the FA's separate purpose.
Civil Service "General Orders"
It can be assumed that the CS also has General Orders, but we don't know what form they take.
